We havn’t just put a first aid kit in a van and called it an ambulance company. HorizonEMS is a service that operates within a proper clinical framework, with qualified oversight, documented protocols, and accountability.

That’s what clinical governance means in practice. Not a policy document in a drawer – a set of standards that actually shape how every job is done, who does it, and what happens if something goes wrong.

We’re not claiming to be perfect. We are claiming to be serious about getting it right, and to have the structures in place to catch it when we don’t.

Physician Oversight

Our Medical Director

Horizon EMS operates under the oversight of a qualified Medical Director – a practising physician who provides independent clinical direction across the service. This isn’t a honorary title or a name on a letterhead. It means our clinical protocols are reviewed and signed off by a doctor, our practice is overseen by someone with the medical authority to challenge it, and there’s a clear line of accountability that sits above the clinical team.

For event organisers, healthcare commissioners, and anyone else procuring our services – that’s the layer of assurance that distinguishes a properly run medical service.

How We Practice

The Specifics

JRCALC Guidelines

We follow the Joint Royal Colleges Ambulance Liaison Committee guidelines – the national clinical standard for UK paramedic and ambulance practice. Not our own interpretation of best practice – the actual national standard.

Patient Group Directions

Where our paramedics administer medications, this is covered by Patient Group Directions – legal frameworks reviewed and authorised by our Medical Director.

When Things Go Wrong

We have a formal incident reporting process. Things go wrong in clinical environments – what matters is whether you learn from them. We do.

Keeping Current

Clinical staff maintain ongoing CPD in line with their registration requirements. Pre-hospital care moves – we move with it.

Registration

HCPC Registration

Where paramedics are deployed by Horizon EMS, they hold current HCPC registration – the statutory regulator for paramedics across the UK and Crown Dependencies.

HCPC registration isn’t just a certificate. It means a clinician has met defined standards of practice, is subject to a code of conduct, and can be removed from the register if they don’t maintain those standards. It’s the professional accountability mechanism for paramedics, and it’s publicly verifiable.

All clinical personnel, regardless of grade, work within our governance framework and under Medical Director oversight.

Insurance

Fully Insured

Horizon EMS holds appropriate Employers Liability, Public Liability, and Medical Malpractice insurance cover.

We know that for event organisers and healthcare commissioners, insurance documentation is often a requirement before contracts can be signed. We’re used to providing it – just ask.
